Case Study: Professional Conversion Programmes (PCPs) in Singapore
OBJECTIVE
PCPs come under the Adapt and Grow initiative run by
Workforce Singapore (WSG), which provides
Professionals, Managers, Executives and Technicians
(PMETs) the opportunity to reskill and acquire the
necessary knowledge and competencies to become job-
ready and take on new careers in growth sectors.
BACKGROUND
There are currently over 50 PCPs across more than 20 sectors. To-date, more than 10 PCPs
relevant to Professional Services have been launched. Some of the PCPs include PCP for
Global Ready Infrastructure Talent, Professional Executives, Digital Advertising,
Graphic Designers, as well as Utilities Engineer and Utilities Assistant Engineer. Four new
PCPs for Programmatic Advertising, Internal Audit, User Experience (UX) and User
Interface (UI) and Building Information Modelling are under development.
Employers participating in this programs receive support through course fee grant and salary
support/training allowance for PMETs.
TYPES OF PCP
SECTORAL: Delivered centrally by selected training providers for identified job occupations,
with vacancies offered by participating employers
COMPANY-SPECIFIC: Customised to the specific employer's hiring needs, with employer-
proposed training. This is usually on a Place-and-Train mode whereby PMET is hired by a
participating employer before undergoing training to take on new job role.
ACHIEVEMENT
More than 10,000 PMETs have been placed into jobs through PCPs since its launch in 2007
and the completion rates for PCPs are above 90%.
In 2017, close to 3,800 PMETs were placed through PCPs, up from about 1,300 in 2016.
