Within these questions , project costs and cost-effectiveness are important components of project evaluation and are therefore included in this report .

Establishing baseline conditions and comparing project results against a ‘ control ’ situation are critical requirements to support project evaluation . This is commonly referred to as the ‘ Before , After , Control , Impact ( BACI )’ approach . This approach has been adopted in the LDC Project where possible , although it has been limited to some extent in some activities by weather conditions and other factors noted in the more detailed reporting in Section 4.3 .

Guide to monitoring and evaluation

The following table of monitoring and evaluation approaches for each Activity Area was included in the LDC WQ MMR Strategy ; it was used as a guide in the implementation of the LDC Project ( Table 1 ). Much of this detail is more appropriate to report in site specific project reports . This report aims to summarise the key measures relevant to water quality that were reported as part of the project .
