The Landholders Driving Change Water Quality Monitoring , Modelling and Reporting Implementation Strategy – ( LDC MMR WQ Strategy ; Lewis et al ., 2018 ) sets out the objectives , design elements , program outputs , program delivery arrangements and implementation processes for the water quality components of the LDC M & E Strategy for 2018 to 2021 ( refer Figure 2 ). It also provides context of other relevant activities in the BBB catchment . At the LDC Project level , it is integrated with human dimensions evaluation components to form the Landholders Driving Change Monitoring , Modelling and Reporting Strategy . This structure is also reflected in the reporting needs , with final reporting of LDC outputs now due in 2021 .

This document reports the cumulative progress of the water quality components of the LDC Project up to and including 2020-2021 wet season ( Year 4 ). The findings from the other components of the LDC Project including social and engagement outcomes are presented in separate external reports ( Jarvis , Eberhard & Coggan , 2020 ) as well as internal reports ( LDC Performance Report – Final 2021 ; LDC Monitoring & Evaluation : Lessons from a grassroots approach ).
It is worth noting that , due to the very short project timeframes , it is unreasonable to expect to demonstrate meaningful water quality outcomes during the short 4 year implementation period , A more appropriate focus is learning how the LDC model can contribute to tailoring more efficient on-ground actions and improving Reef programs overall . However , the learnings around gully remediation have been extremely positive and have demonstrated that water quality outcomes , in this case specifically fine sediment reductions , have been measured in the four year period of the project . This is consistent with previous findings of gully remediation projects ( e . g . Brooks et al ., 2016 ; Moravek and Hall , 2014 ).
