But winning contracts was only part of the equation. Like many small businesses, INSSKI faced serious cash flow challenges. That’ s when he learned about the Contract Financing Assistance Program( CFAP)— a component of the Contractor Development & Bonding Program( CDABP), administered by Merriwether & Williams Insurance Services, a Hub International Company.“ The CFAP helped us understand how to cash-flow our projects and gave us tools to grow without taking on unmanageable debt.”
This year, INSSKI was awarded a Job Order Contract with Los Angeles Community College District( LACCD) in both B( General Contracting) and C-15( Flooring) categories— with a potential project value of up to $ 6 million.
Finding the Right Roadmap
A simple Google search for“ free resources for government contractors” led Dawid to the CDABP in 2023. From his first contact with the team, he felt supported by them. Contractor Development Manager( CDM) Rick Casillas became his guide.
“ Rick helped me create a capability statement, register with the DIR, find local opportunities, and even told me what events to attend and what to bring,” Dawid says.“ He laid out a roadmap that eliminated months of confusion. That’ s what accelerated our success.”
Dawid works closely with CDM Jane Olayiwola, who has helped him secure bonding increases, obtain insurance quotes, and support cash flow planning for major projects.
“ With the CDABP, you’ re never on your own trying to figure things out. They have expertise across procurement, insurance, compliance, and finance. They are there to assist every step of the way.”
Breaking Through Bonding Barriers
Bonding capacity was another early limitation for which the CDABP was able to provide assistance. INSSKI began with a $ 300,000 bonding capacity, but when preparing a bid for LACCD, Dawid asked CDABP to step in and help coordinate with his surety. With their support, his bonding was raised to $ 500,000, and then later to $ 1 million after the successful completion of additional projects.
“ It’ s not just a financial tool,” he says.“ Bonding builds credibility. It tells agencies you can perform— and that opens doors.”
