“There really is no ‘practice makes perfect’ for an active shooter, but I want all of our employees to already know how they might react, where they might go or if they would run, hide or fight,” Penny said. “Run, hide, fight” is an emerging technique that appeared shortly after the Aurora, Colorado movie theater shooting in the form of a YouTube video in 2012. Lieutenant Luke Wicks of the Lincoln County Sheriff’s Department planned each of the active shooter drills in the R-III School District and facilitated the debriefing with employees immediately following those drills. “In the event of a serious situation or an active shooter, I know what I would do. I train mentally and physically to be able to act in the event it occurs. What you do and how you react to a situation like this is a personal decision you have to make. Do you risk your life to engage a threat for the potential to save others in the school? That is the personal decision you have to make.” The Lincoln County Sheriff’s Department estimates it would take approximately seven minutes to respond, in full force, to an active shooter at any of the Lincoln County R-III School District. Wicks said their primary goal is to eliminate the threat. He stressed to the employees to always “trust your instincts.” 17 According to the FBI, there isn't one demographic profile of an active shooter, but an analysis by the agency, released in January 2013, revealed trends among shooters dating back to 2002: WHO?
