Although there are some clarifications, the new guidance largely failed to dispel the confusion around terms. The document described ‘mass gatherings’ as events that could “amplify the transmission of the virus”, while admitting they have “substantial political, cultural, social, and economic implications”. Much should depend when considering holding ‘mass gatherings’, the report said, on whether a country is implementing strict movement and physical distancing measures.
