Graduated Driving Licence Bill 2013

Following on from last months article on the Graduated Driving Licence Bill 2013.

Dib-Unite responded by sending the following to Justin Tomlinson MP who sponsora the Bill;

Dear Sir,

With regards to your Private Members Bill “Graduated Driving Licence Bill 2013”

I quote from the Bill;

"Newly-qualified drivers’ licences

(1)The Road Traffic Act 1988 is amended as follows.

(2)After section 89(2A) (tests of competence to drive) insert—

“(2AA)No person submitting himself for a test of competence to drive a motor vehicle shall be permitted to book an appointment for the test unless he submits a certificate of completion by him of an approved training course, signed by an Approved Driving Instructor, with his application for the test.”

Are you aware that currently there is no legislation that requires a learner driver to receive any driving tuition from a Driving Standards Agency (DSA) Approved Driving Instructor (ADI)?

Currently the DSA conduct 1.2 million driving tests (car) per annum, 5% of those presented for a driving test have had no professional tuition from an ADI, this equates to 60,000 per year. By imposing the restriction that a learner driver would be required to produce a certificate of completion before being allowed to book a practical test would force 60,000 people per year to incur further expense.

Whilst the driving training profession would welcome legislation that require all driver training to be delivered by only qualified ADI’s, we don’t see this ever happening as it would take away a persons freedom of choice.
