THIRD-PARTY VERIFICATION OF QUALITY OF INSULATION INSTALLATION CRITERIA FOR QUALIFICATION One point of credit is available for meeting with (at a minimum) a Home Energy Rating System (HERS) rater, insulation contractor, drywall contractor, and general contractor to review the Quality of Insulation Installation (QII) and thermal bypass criteria process and the checklist to be completed by responsible parties. Verification must be conducted by a certified HERS Rater according to the California ENERGY STAR® New Homes Program and CEC specifications.
