M. APPLIANCES AND LIGHTING M1. ELECTRICAL SURVEY CRITERIA FOR QUALIFICATION This measure is required for Whole Building. Visually evaluate the as-built conditions, and verify if the system is ungrounded or if any individual circuit is ungrounded using the Electrical Survey. The Survey provides a format to document existing conditions using a scale of Good, Fair, or Poor (or Yes and No for determining if the project is not grounded). For measures needing immediate correction, the Rater will also check off the Repair box. The evaluation only covers visually accessible conditions and is based on the Rater’s judgment. After completing the survey, the Rater will review the results with the owner and/or builder. For conditions that need immediate repair, the Rater will request that the owner hire the appropriate professional and verify those items after the repair work is done. For problems needing further investigation, the Rater should recommend that an evaluation be completed by the appropriate professional. If the system is ungrounded, it must be inspected by a Certified Electrical Contractor to verify the integrity and safety of the system and to evaluate upgrades necessary to bring the system into compliance for an ungrounded system. Verification for ungrounded systems must be completed by testing a reasonable sample of receptacle outlets with a receptacle outlet tester that will indicate whether or not a receptacle outlet is grounded. These upgrades must be completed to qualify for this measure. The following is a list of items that the Rater will verify on the survey, as well as descriptions of the ideal conditions for these items: ? Wiring: – Required—There is no energized knob and tube in the attic or crawlspace unless it is inspected by an electrical contractor licensed by the State of California and protected prior to insulation according to the California Electrical Code. The contractor will post a Notice of Survey at the property evaluating the condition of the knob and tube. Required—There are no splices to add additional receptacles to knob and tube wiring that would increase the load on the circuit. If load has been added onto a knob and tube system, the system must have been inspected by a licensed electrician. Required—Non-metallic cable, metallic cable, and armored cable is well supported. Required—There is no illegal surface mounted wire (i.e., non-metallic cable stapled to the finished wall surface). Required—There are no exposed conductors or open splices (i.e., all splices must be in a closed junction box). Required—There is no extensive use of extension cords for full time operations (i.e., sufficient receptacles exist). – – – – – ? Receptacle outlets: – Required—Receptacle outlets in moist areas (i.e., kitchen, bathrooms, exterior, garage, crawlspace or in areas within 6 feet of a water outlet) must be GFCI protected: . Receptacle outlets should be tested to ensure the GFCI is working (press test button (preferred method) or use a GFCI receptacle tester).
