This legislation was filed for the Sunshine 811 One-Call Board and was OPPOSED by NUCA of Florida . The bills would have changed the current 2-day timeline for marking underground facilities to a 3-day timeline before excavation could begin and changed the timeline for a positive response from the current 2 days to 3 days . The legislation also added a new violation for failure to notify of a planned excavation start date and time before beginning excavation if the member operator provides timely notice of the existence of a high-priority subsurface installation .
NUCA of Florida worked tirelessly to amend the bill to add one or two members to the Sunshine 811 Board of Directors ; however , neither bill sponsor would agree to an amendment so the bills failed to advance . Many thanks to NUCA of Florida members who participated in Legislative Days and made phone calls or sent emails to fight this legislation . The focus of HB 917 and its companion is to get students interested in construction trades with hands-on training . HB 917 allows 16 and 17-year olds to work on residential construction sites once they have achieved OSHA-10 certification and are supervised by someone at least 21-years old with OSHA-10 certification and a minimum of two years ’ experience in the area of work in which they are supervising . The students are not allowed to work on scaffolding , rooftops or ladders above 6 feet in height , and the work performed does not violate any Federal or OSHA rule .
The bill also requires the Office of Reimagining Education and Career Help to publish and disseminate a statewide CTE education asset map which includes courses offered , budgets , workforce alignment and dual-enrollment opportunities among other areas of CTE education .
