• Requiring local governments to disclose, during the project bid process, all other
governmental entities that may require additional permits or fees generated by the
project. This creates greater disclosure and cuts down on hidden costs in order to
help private contractors better determine all regulatory costs when bidding on
projects.
• Requiring local governments to submit an annual report to its governing body
summarizing the projects self-performed by the local government. The report shall
include the estimated costs and the actual costs of the projects constructed by the
local government. This report shall be available for review by the public. The
Auditor General shall review the report as part of his or her routine audits of local
governments. This creates better informed constituents and local governments
regarding how tax dollars are being spent.
