Victoria’s 2040 Comprehensive Plan
Th e City of Victoria is currently completing an update to
the Comprehensive Plan for the community, addressing the
planning for Victoria through 2040. Th e Comprehensive
Plan will outline the Vision of the community for the future,
serve as a guiding document for city staff , elected leaders, and
the broader community to use on a day to day basis, while
informing future planning eff orts related to specifi c projects
and initiatives in the community.

Specifi cally, the Comprehensive Plan will provide guidance
regarding the following topics and aspects of the operation of
the City and the community:
o Land Use
o Parks, Recreation, Trails, and Open Space
o Community Facilities
o Housing
o Economic Development
surveys, and through online input (including City’s website,
and the Social Pinpoint website). Th e consultant team will
work with the community to help identify the Vision for Vic-
toria through the 2040 and to review and consider various
alternative concepts and strategies for the elements of the
Comprehensive Plan. Input from the community will inform
the creation of preferred and fi nal versions of the various ele-
ments of the Comprehensive Plan. Th e City of Victoria an-
ticipates fi nalizing the elements of the Comprehensive Plan
by the second quarter of 2018.
A Steering Committee has been formed to guide and advise the

see what the committee is up to.
Th e Comprehensive Plan will help Victoria protect and pre-
serve public and private investments, guide land use and
ongoing development, make the most effi cient use of public
resources, and promote overall quality of life.

Process: A consultant team led by Hoisington Koegler Group,
Inc. is working with City staff , and the Steering Committee,
to guide the completion of the Comprehensive Plan update.

ries of focus group meetings with various stakeholders, and
