Compassion for Canines
A bicyclist rides alongside a leashed dog in an unspecified city . Laguna prohibits this practice if the animal is too small or can ’ t keep up with the bike .
An ordinance to protect dogs too small or without the physical capacity to keep up with a moving bicycle was introduced by local animal rights advocate Judy Mancuso and approved by the City Council over the summer . The update to Title 6 of the Laguna Beach Municipal Code , which is entirely related to animals , this local law prohibits owners from endangering their pet by tethering them to their owner ’ s vehicles , bicycles or e-bikes . Even though it serves as an amendment to the existing law that makes tying an unattended animal to public property illegal , the new rule does not apply to other nonmotorized forms of transportation like skateboards and scooters .
