Graduated twice by engineer High Schools (French Naval Academy and Advanced Technologies National High
School), naval officer since 1984, auditor at the War College and the Institute of Advanced Studies of National
Defense, Jean-Marie Dumon has held many operational, technical and management responsibilities in the
French Navy. He was involved in operations during the Iran-Iraq War, the Gulf War and the Afghan conflict. He
has embarked on numerous warships and commanded two scientific ships for distant missions and
oceanographic cooperation. He has led government commissions for ship experiments, civilian port
development projects and technical investigations after sea accidents. He has been strategic advisor to several
senior defence officials on reforms, organization, industrial affairs and innovation. At the rank of captain, he
left the service of the State to join professional organizations. First at MEDEF (first French business union), as
general secretary in charge of the liaison for defense affairs, then since 2018 as defense and security delegate
of the French Marine Industry Association (GICAN).
"European priorities for the French Marine Industry"
European perspectives have changed for Marine industries. GICAN, the French Union for naval companies, is taking
part many initiatives and wish to discuss with all partners in order to improve green and secured activities at sea
with all the panel of solutions.
The GICAN represents all the marine industry in France and his ecosystem and is involved both in the sea industries
and the security industry. The main missions are to defend the interests, to promote technological expertise and
support smooth development and competitiveness.
Products and offers are wide:
Ships and vessels design,
build and repair,
Equipment, systems and sub-systems,
Maritime security, safety, cybersecurity equipment and systems,
Ocean and environment protection,
oceanography and hydrography,
Marine renewables energies,
Coastal and ports infrastructures
Export is mandatory and GICAN organize frequently exhibitions in France like Euronaval or Euromaritime, or in
foreign countries with French Pavilions.
For all these reasons, European scale will be the main way to succeed for us and for all the European partners. It’s
why, GICAN has an international volunteer in Brussels, located at Sea Europe Association but connected with all the
For defence matters, the emergence of PESCO (Permanent European Structured Cooperation) and European
Defence Fund (premises with Preparatory Action Defense Plan – PADR and European Defence Industrial
Development Program–EDIDP) is a real game changer. It’s not only for big companies and country leaders in Defence
Investment budgets, but also for SME’s and Mid-caps and smaller European countries. The fact that France is
engaged in the best effort for Naval defence in EU, with all the panel of military capacities, reinforce the credibility of
French Naval industry and the ability to cooperate with European partners.
