Located close to Portsmouth Historic Dockyard, Admiralty Quarter was constructed between 2007 and 2009 on the site of the former Royal Navy barracks. The mixed-use development includes hundreds of apartments across a series of residential buildings, with the landmark Admiralty Tower acting as its focal point.
The need for remediation emerged following post-Grenfell reviews of external wall systems. Investigations identified defects associated with the façade construction and wider fire safety issues requiring substantial remedial works. These findings have led to proposals for a comprehensive replacement of the external cladding system together with associated fire safety improvements.
According to reports, the recladding programme will involve removal of the existing façade materials and installation of replacement systems that comply with current building regulations and fire performance standards. The works are intended to address fire safety risks while improving the long-term performance of the building envelope.
The scale of the project reflects the increasing complexity of remediation programmes across the UK’ s residential sector. Unlike new-build construction, recladding occupied buildings requires detailed planning to manage resident safety, maintain access and minimise disruption while extensive façade works are undertaken.
In addition to replacing external cladding, remediation programmes of this type typically include inspection and replacement of insulation where required, installation of cavity barriers, improvements to fire stopping and associated façade components, together with detailed quality assurance throughout construction. The precise scope of work at Admiralty Quarter will be determined through the approved remediation strategy and detailed design process.
The project also reflects the changing regulatory environment introduced following the Grenfell Tower fire. Since 2017, building owners across the country have undertaken extensive investigations into external wall systems, resulting in numerous large-scale remediation programmes affecting both public and private residential developments.
For residents, the proposed works represent an important stage in improving building safety. While façade replacement projects are often technically

demanding and logistically complex, they are intended to provide long-term assurance that buildings meet the enhanced standards introduced under modern building safety legislation.
As the Admiralty Quarter remediation programme progresses through its planning and delivery stages, it will join a growing number of high-rise residential projects across the UK where construction expertise is being directed towards upgrading existing buildings rather than creating new ones. The emphasis is firmly on improving safety, extending the life of the development and ensuring the building is equipped to meet current regulatory requirements for many years to come.
