Taylor and Fraser has begun the redevelopment of Elgin Town Hall, a landmark conservation project that will transform the historic venue into a modern cultural destination as the first phase of Moray’ s ambitious Cultural Quarter programme.
For generations, Elgin Town Hall has hosted concerts, performances, civic events and community gatherings at the heart of Moray. Now, the landmark building has entered a new chapter as a major redevelopment gets underway, combining heritage conservation with the creation of a contemporary cultural venue.
Taylor and Fraser has been appointed as the main contractor by Moray Council to deliver the transformation, marking a significant milestone in the wider Cultural Quarter project, which forms part of the £ 100 million Moray Growth Deal. The contractor brings extensive experience in refurbishment and conservation projects, having previously worked on buildings including the Citizens Theatre in Glasgow, Pitlochry Festival Theatre and Dumfries House.
The redevelopment of Elgin Town Hall represents the first phase of the Cultural Quarter programme, which also includes the future restoration of nearby Grant Lodge. Together, the projects aim to strengthen Elgin’ s cultural offer, increase visitor numbers and create a stronger evening economy while safeguarding two of the town’ s most significant historic buildings.
Rather than altering the character of the existing Category B listed building, the design seeks to retain its historic identity while introducing new facilities that will broaden its use. Plans include a new extension on the Lossiemouth Road elevation incorporating a welcoming entrance foyer with improved access from both the town centre and adjacent car park.
Inside the building, the existing foyer will be reconfigured to create a new venue bar, while the current bar lounge will be replaced with a flexible studio and black box performance space together with rehearsal facilities. These additions are intended to support a wider programme of performances, community events and creative activities throughout the year.
The principal auditorium will also undergo substantial improvement. Plans include upgraded acoustics, revised side walls to allow multiple spaces to operate simultaneously, retractable raked seating and a redesigned balcony. When complete, audience capacity will increase from approximately 600 to 800 people, allowing the venue to host a broader range of performances and events. External cladding will also be renewed as part of the comprehensive refurbishment.
Construction officially commenced during autumn 2025 following completion of enabling works, including utility diversions and site preparation. Taylor and Fraser has since established the main construction compound and begun
