Hackney Council- The Public Decarbonsiation Scheme( PSDS)
the council’ s operational emissions and supporting its Net Zero 2040 target.
Among the flagship projects is the installation of a natural gas combined heat and power( CHP) system and a ground-source heat pump at Clissold Leisure Centre. These technologies are helping the centre significantly reduce its reliance on grid electricity and lower its carbon footprint. According to council reports, these combined technologies at Clissold will contribute towards a portion of the overall 3,300 tCO 2 annual savings, improving the energy resilience and efficiency of the much-loved community facility.
Other upgrades across the borough’ s public estate include the installation of air-source and ground-source heat pumps, LED lighting, improved insulation, upgraded building management systems, and enhanced heating controls. Buildings benefiting from these works include Hackney Town Hall, Britannia Leisure Centre, London Fields Lido, and numerous schools and libraries.
Two further key buildings benefiting from PSDS works include Stoke Newington Town Hall and Library, and Millfields Community School. Both projects have received major low-carbon upgrades, including improvements to heating systems, energy controls, and insulation. These retrofits help preserve and modernise essential community assets, while supporting Hackney’ s overall decarbonisation goals.
Megan Renewable Installations, a Hampshire-based energy contractor, has played a key role in delivering PSDS projects across the borough. Their work has involved the installation of renewable heating and energy efficiency systems in operational public buildings— helping ensure each project meets high technical and sustainability standards.
The scale of the project demonstrates Hackney Council’ s proactive approach to meeting climate commitments while delivering tangible local benefits. As well as reducing emissions, the programme is improving the comfort and operational efficiency of council buildings, lowering energy bills, and futureproofing key community assets.
The delivery of the PSDS-funded projects has involved detailed feasibility studies, technical design, and close coordination between council teams, Salix Finance, and appointed contractors. The works have had to balance decarbonisation goals with the operational needs of busy public buildings, requiring careful phasing to minimise disruption to services.
