As these areas were being oppressed, the areas of Abujhmad, Gadchiroli, Malkangiri and Bastar forests in Orissa, the party had an influence among the people. With the efforts of the party for many years by gathering resources became protected areas. These areas have transformed from the level of defensive areas to battlefields. From the general level of resistance to the enemy and from the level of the battle of ambush, it went to the level of platoon warfare. It progressed from people’ s cooperation to the call for People’ s War, and formation of People’ s Liberation Guerrilla Army( PLGA) with a thousand and two thousand people. Several comrades are revealing today many things on the party’ s method of work- from their earlier situation of readiness to fight for the liberation of the people of India to the present stage.
The Government of India has declared a final war against the Naxalites( Operation Kagar) and has taken steps to eliminate them. There have been many occasions when the two sides- the government and the revolutionary side have fought against each other. In the name of Urban Naxalites, arrests have been made to halt cooperation from the plain areas and towns. The intellectual comrades, who had been with the movement for many years in political and ideological responsibility, preferred silence. Perhaps they were not in a position to internal struggle, though they felt that their party’ s policies were not correct. They could not express their views on the war and the policies adopted.
In March 2025, the central government launched Operation Kagar- the final battle against the Maoists and Naxalites. It brought in thousands of soldiers with the highest level of technology, as in the war against a foreign country. The Maoist party leadership has put forward a proposal for“ peace talks” with the government. The CPI( ML) along with others wanted that the proposal be accepted and peace talks be held. Conventions and campaigns were organised. CPI( ML) opposed and states that it is not right for the central government to put forward a condition that the revolutionaries( side) should surrender to initiate the peace talks between the two opposing sides. The government acted in a highly fascist manner with the aim of eliminating the Maoist leadership. Govt did not heed to the appeals of the progressives, democratic forces, left and revolutionary forces for establishing peace through peace negotiations.
As the months were passing and the Maoist leadership was contemplating, Nambala Keshava Rao and Hidma and some other top leaders were caught and brutally killed.
The process of withdrawal from areas had begun; arrangements to come out have begun after discussions with the police machinery and chief minsters. Some of them who went into the government custody have started speaking out about their movement. They are giving statements that their party’ s politics had failed and that a lot of changes have taken place in the country and across the world. The surrenders of some that took place and the surrenders happening before the police are met with objection. The killing of the members of the Central Committee, and the subsequent key leaders and couriers, continued. Mutual attacks and counter-attacks between Maoists and police have also been in Abujhmad.
On this occasion, some sections of the ruling class and their intellectuals are commenting not only on the politics of the Maoist Party but also on the Communist revolutionary movement. They are commenting that Communist ideology and its organisations have been a total failure. Movements that have failed will be reviewed and lessons will be learnt. The crisis in the current situation is not limited to the Maoist party. All the revolutionary organisations are struggling to get out of
