RICS Environment and Resources Conference
CEL sponsored the RICS Environment and
Resources conference held at the Holiday Inn
Filton, Bristol on 4th October 2013.
The event which was a great success was
attended by approximately 100 delegates drawn
from the minerals, waste management and
environmental management sectors and included
Chartered Surveyors, Civil Engineers, Chartered
Planners, Lawyers, Academics and a small
delegation of Students from the University of
South Wales amongst the audience.
Five excellent and informative papers were
delivered covering a wide variety of topics
including a Critical Review of Mineral Royalties by
Nick Merriman of the Valuation Office Agency, an
Overview of Community Benefits and Grants for
Environmental Improvements from Stephen
Hargreaves the Chief Executive of Grantscape, a
Review of Alternatives to Landfill and
Government Renewable Energy Policy from
Simon Allin, Business Development Director of
Vølund an enlightening paper on Registering
Mineral Interests by Mandy Morton and Vyrner
Speakman of the Land Registry Service and a
summary of the Mineral and Waste Surveyors
Role in Dispute Resolution from Richard Lashmore
a Partner at Knights LLP.
Dr Gareth Powell of South Wales University also
introduced an amendment to The law relating to
mineral working and minerals landholdings – A
professional briefing paper for surveyors 1st
edition 2008 (ISBN: 978-1-84219-411-9) which
members can obtain from the RICS website.

The final presentation of the day was from Philip
Rayson Chair of the RICS Environment and
Resources Board who gave an update on the work
of the Board over the past year.

The next RICS Environment and Resources
conference will be held in at Eastwood Hall
Nottingham on the 3rd April 2014 and will include
a presentation on Odour – Monitoring and
Management by Roger Grainger Senior
Environmental Consultant of CEL. Roger’s
presentation drawing on over thirty years
experience will be illustrated with examples from
a variety of waste management operations
including Transfer Stations, Composting sites and
Landfill sites.
Speaker at Renewables UK in Cambridgeshire
Neil Furber (Associate Director) was invited to
speak at the seminar in Cambridgeshire on 10th
September. The well attended event, organised
by Renewables UK, was held exclusively for local
authority planners, councilors and
