Box 10736-00100, Nairobi Tel: [phone] E-mail: [email protected] PROGRESS MADE TOWARDS TRANSITION TO DEVOLVED SYSTEM OF GOVERNMENT The Transition Authority (TA) was established pursuant to the Transition to Devolved Government Act (TDGA) 2012, with the mandate of facilitating and co-ordinating the transition to the devolved system of government. Section 7 of the Act provides the specific functions of the Authority. The Authority is expected to undertake its functions in two phases; the first phase was the period between 9th March 2012 to the date of the first General Elections( held on 4th March 2013) under the new Constitution of Kenya 2010 (CoK 2010). The second phase is to be carried out for a maximum of three years following the first General Elections under CoK 2010. Since its inception in July 2012, the Authority has continued to build on past gains and processes and established and strengthened its internal institutional capacity thereby enabling it to opti
