Section 1 . Conventions

Believe it or not , the annual NJCL Convention has its own article in the Constitution ! This article starts with a rather eloquent description of the event and the purpose it serves :
A convention , named the NJCL Convention , shall be held annually at a place that , whenever possible , shall rotate annually so as to cover each of the four sections of the United States every four years ; at a time suitable to the school at which the convention is to be held ; at a date determined by the Board of Directors and announced at the preceding convention ; and for the purpose of facilitating activities which promote Article II , “ Object .”

Section 2 . State Delegations

After defining the NJCL Convention itself , the NJCL Constitution goes over an important concept related to the event : State delegations .
A State delegation is made up of the people that a State sends to the convention . All the State delegations make up the house of delegates , which meets every day of the convention .
There are also a few rules about how the delegations vote on candidates & amendments :
A . Each State delegation must have a meeting to discuss which candidates and amendments it ’ ll vote for . You might know these meetings as the State voting fellowships near the end of the convention . B . Like in meetings ( Article VI ), vote by proxy is prohibited . C . If no candidate gets a plurality , it can be treated as a vacancy and filled according to Article V , Section 7 . C .
