As stated in Section 1 , an amendment must get a two-thirds majority of votes cast at voting fellowships . If that two-thirds is achieved , the amendment is then ratified as part of the Constitution !

Section 3 . Proposing a New Constitution

A proposal for a new constitution goes through the exact same process of submission , approval , and ratification as an amendment to the current constitution . This means that , if you felt that the NJCL Constitution needed to a redo , you could send a new constitution to be considered by the Board of Directors and ACL Board of Governors .

How do I do it ?

Σ Specify who ’ s allowed to propose amendments .
σ While the NJCL Constitution doesn ’ t specify that good standing is required to propose amendments , your constitution likely should .
Σ Specify the deadline for submitting amendment proposals as well as where / whom they should be sent to .
Σ Outline the process for voting on amendments .
σ Since rules in a constitution should be harder to change , it ’ s usually best to require a two-thirds vote of your JCL to ratify amendments .
Σ Include a process for proposing a new constitution , even if it ’ s identical to proposing a normal amendment . al Governors
