Policy principles to support a competitive manufacturing sector . Michigan must :
■ Protect the strength of the Unemployment Insurance Trust Fund ( UITF ).
■ Reverse the increase of unemployment insurance taxes caused by a low balance in the UITF .
■ Oppose expansion of UI benefits and wage levels .
■ Eliminate fraud in the unemployment system .
■ Maintain a balanced , dependable and fair approach to labor policies and regulations .
■ Enable employers to continue to provide employees with new opportunities in modern manufacturing and more competitive pay through innovative means .
■ Update outdated labor and employment policies to reduce regulatory burdens , while continuing to ensure worker health and safety .
■ Resist intrusion in the employer / employee relationship .
■ Ensure continued economic vitality by affirming the right of individuals to work without being compelled to belong to a union .
■ Fairly enforce credible workplace safety regulations with a focus on education and compliance rather than penalizing violations .
■ Adapt to the changing needs of the modern manufacturing workforce .
Specific Actions for Leaders :
■ Deposit sufficient available American Rescue Plan Act ( ARPA ) funds to raise the balance of the UITF above the $ 2.5 billion threshold to reverse the employee wage base increase incurred during the COVID-19 pandemic .
■ Incentivize the unemployed to return to the workplace by maintaining UI benefits and wage levels at their current rates .
■ Create a safe workplace by supporting and defending the abilities of employers to regulate the use of mind-alerting substances in the workplace .
■ Maintain the ability of employers to define the policies regarding gun possession on their property .
■ Guard against unnecessarily burdensome workplace safety rules .
■ Ensure COVID-19 liability protections continue to cover Michigan employers .
■ Protect Michigan ’ s Right to Work Law .
■ Promote and maintain cost-saving reforms within Michigan ’ s workers ’ compensation code .
■ Increase the security and integrity of the unemployment system by rooting out unemployment fraud and overpayments to support both employers and employees who are victims of identity theft
