Transition Council working on regulatory concepts

The Transition Council met on September 9 , 23 , & 24 , 2024 . Replays from discussions are available at cvo . org / Council .

Chair of Transition Council

Public member Catherine Knipe is the Chair of the Transition Council , overseeing the implementation of the Veterinary Professionals Act . Dr . Wade Wright serves as the vice-chair of the Transition Council .

New legislation

Julie Maciura , a lawyer with Steinecke Maciura LeBlanc , provided an overview of the Veterinary Professionals Act . The presentation looked at the new legislation , including changes from the Veterinarians Act , transition provisions and the role of the Transition Council .

Focus on Regulations

The Transition Council is considering draft concepts around regulations . The Transition Council is reviewing each of the draft regulatory concepts and , once finalized , approves them for circulation and public consultation . The Transition Council will then review the consultation feedback and finalize the concepts for submission to the Ontario Ministry of Agriculture , Food and Agribusiness ( OMAFA ) for their review and consultation . OMAFA develops the regulatory language . At the September 24 meeting , the Transition Council looked at seven areas : licensure , professional misconduct , authorized activities , alternative dispute resolution , prescribed offences , conflict of interest , and committee & panel composition and quorum . Next meeting

The Transition Council meets next on October 16 and is holding several meetings in November . The upcoming meetings are virtual and the public is welcome to watch through the livestream .

Legacy Council approves budget , opens consultation

The College Legacy Council met on September 23 , 2024 . Replays from discussions are available at cvo . org / Council .

After-Hours Care

The Legacy Council received an update from its after-hours care task force . The task force is looking at the role of veterinary technicians , shifts in client expectations , work-life balance , as well as the social contract in veterinary medicine . The Legacy Council looks forward to receiving the recommendations from the task force .

Antimicrobial Stewardship

The Legacy Council discussed future steps on antimicrobial stewardship .

The Legacy Council approved a strategy to demonstrate meaningful change to antimicrobial prescribing .

IDEA & the Code of Ethics

The Legacy Council directed the Quality Assurance Committee to revise the Code of Ethics to include guidance on acting as a morally responsible professional including anti-racism , inclusivity , and cultural safety .

Operating Budget 2025

The Legacy Council approved its operating budget for 2025 . The budget includes the first year with the Transition Council . The budget does not increase licence fees . The Transition Council is funded by

reserves and includes expenses for meetings , communications , consulting fees and staffing .

By-Law Changes

The Legacy Council approved two by-law changes for consultation . One change enables non-Council committee members to serve for up to nine years during the period of transition , if they wish to do so . This would be to support stability . The second change sunsets the Governance , Audit and Risk Committee . During the time of transition , the Legacy Council will not be implementing new policies or investing in education sessions . This consultation is now open .
