4 | NOV. 2016 Council Highlights September 13 Delegation – MLA Rimbey-RockySundre, Jason Nixon Council met with MLA Nixon on MGA amendments; provincial water/wastewater funding; need for new Rocky hospital; West Country management; carbon tax; Bill 6; and Wetlands Policy. Delegation – Clearwater Broadband Foundation Council heard from a citizen group called Clearwater Broadband Foundation, which is looking into a broadband pilot project. Delegation – Shell Canada Council discussed Shell Canada’s request that the County assumes maintenance and management of egress road, TWP RD 35-1A (Baker Street) and directed administration to meet with Shell and local residents to report back on anticipated impacts. Bylaw 1018/16 – Highway Management Council gave first reading to a new Highway Management Bylaw, see page 27 for details. Red Deer County – Resolution Council endorsed Red Deer County’s resolution that the Province consider timely approvals from Alberta Environment for construction projects relating to Wetlands policy. Wheatland County—Resolution Council endorsed Wheatland County’s resolution that the Province develop necessary legislation, policy and procedures to enable Alberta’s Library Systems borrowing powers for capital funding. Clearwater Trails Initiative Council endorsed a letter of support for the Clearwater Trails Initiative funding request for a Forest Resource Improvement Association of Alberta (FRIAA) grant. www.clearwatercounty.ca Request for Change to 2016 Property Tax Council denied a request for adjustment to 2016 taxes levied. September 27 Budget Public Consultation Process Council discussed and approved enhancing public participation in developing 2017-2019 operational and capital budgets. See page 3 for details. Budget Timelines Council approved 2017 budget timelines. • Nov. 18—Deadline for public to submit service level feedback • Dec. 7—Budget delivery to Council for review • Dec. 14 &16—Budget deliberations (open to public) • Dec. 19—Proposed Special Council meeting for budget ratification Fall High School Awards Ceremonies Council authorized Councillors to attend four high school award ceremonies to present the County’s $1000 post-secondary scholarships. CAAMDC Fall Resolutions Council reviewed resolutions that will be submitted for consideration at the October 14 CAAMDC meeting. Delegation – Mountain Rose Women’s Shelter (MRWSA) Council heard from MRWSA regarding its history, services, statistics and future goals. Delegation – ConocoPhillips Council received information from ConocoPhillips representatives about the oil and gas industry including: production costs, layoffs, taxation and projections for the next five years.
