DHF highlights new packaging compliance requirements for members exporting to the EU

» THE EU PACKAGING AND Packaging Waste Regulation( PPWR), Regulation( EU) 2025 / 40, applies from 12th August 2026 and introduces a new framework covering the full lifecycle of packaging placed on the EU market. The Regulation includes requirements covering substance restrictions, recyclability, recycled content, labelling, reuse and waste prevention.
For DHF members supplying packaged products to EU markets, packaging compliance will now need to be considered together with existing product compliance requirements.
One of the key changes introduced by the PPWR is the requirement for an EU Declaration of Conformity( DoC) for packaging. Businesses will also need to understand their responsibilities under the Regulation, including whether they are considered the manufacturer of the packaging and what evidence may be required to demonstrate compliance.
“ The PPWR introduces new responsibilities for businesses placing packaged products on the EU market, and it is important that DHF members exporting to Europe understand what these requirements mean for them,” explains DHF’ s General Manager & Secretary, Michael Skelding.
The definition of‘ manufacturer’ under the PPWR is particularly important for businesses that purchase packaging from specialist suppliers. Responsibility is not necessarily held by the company that physically produces the packaging, meaning businesses should review their packaging supply chains and establish where their responsibilities lie.
“ Businesses should consider obtaining and retaining material specifications, information on packaging composition, declarations, test reports and other relevant evidence as part of their packaging compliance records,” concludes Michael.
“ Members should also review their packaging supply chains to establish who is responsible for each aspect of compliance and ensure that the required documentation can be obtained and maintained.”
The PPWR establishes requirements covering the entire lifecycle of packaging, from design through to waste handling, and businesses placing packaging on the EU market will need to take account of the new requirements as they come into force. The full Regulation is available through the Official Journal of the European Union( Regulation( EU) 2025 / 40 on Packaging and Packaging Waste; European Commission guidance is also available: European Commission guidance on Regulation( EU) 2025 / 40.)

15,000 tonnes of carbon saved during first year of new production texture glass line

» PILKINGTON UNITED KINGDOM Limited, part of the NSG Group, is celebrating one year since production started at its new rolled glass line at Greengate Works in St Helens.
The pioneering glassmaker also confirms that the production line has delivered the 15,000-tonne annual CO 2
e saving that Pilkington UK projected when announcing the investment, which has the same impact as taking 8,000 cars off the road annually *.
The saving was achieved by consolidating both rolled and float glass manufacturing into a single furnace at its Greengate Works, following the closure of the nearby Watson Street Works after two centuries of production. Pilkington UK is supporting St Helens Borough Council with plans to redevelop the Watson Street site.
The new production line manufactures Pilkington UK’ s Texture by Pilkington™ glass range, featuring 20 original designs and textures used for privacy and style in interior design, and is part of a multi-million-pound investment to safeguard the future of rolled texture glass manufacturing in the UK.
The carbon reduction supports Pilkington UK’ s wider sustainability commitments, which include a 30 % reduction in greenhouse gas emissions by 2030 compared to 2018 levels and achieving net zero by 2050. The project received £ 3.7 million in funding through the UK government’ s Industrial Energy Transformation Fund.
The Greengate Works site continues to pioneer the future of glassmaking globally. In recent years, it has achieved a number of global firsts in hydrogen-fired glass production, achieving key milestones in reducing glassmaking emissions.
Neil Syder, Managing Director of Pilkington UK, said:“ Texture by Pilkington™ has been manufactured by our team in St Helens since 1852. This first year of production at Greengate Works is another chapter in that story, and we look forward to continuing to serve our customers with high-quality texture glass for many years to come.”
