Government Approves Proposal to Purchase Refined Petroleum Products Using Long-Term Contracts
In November last year, the government of Sri Lanka granted its approval to offer three long-term contracts, in an effort to manage the country's demand, for petroleum based products in the near future.
The contracts were expected to be effective for a period of eight months since the existing contracts for purchasing refined petroleum products expired a few months earlier. Keeping in line with the deals, the first of these contracts went into effect from March this year.
The initial proposal for the agreements was presented to the Parliament by the Minister of Petroleum, Chandima Weerakkody, and included tenders to purchase up to 4,200,000 barrels of Diesel (with a maximum sulphur percentage ranging from 0.001 percent to 0.05 percent) and 956, 250 barrels of Petrol (92 and 95 Unl).
The minister mentioned that the combinations of the two contracts and product quantities required were based on the demand for each product in the Sri Lankan market as well as the existing storage limitations within the country.
In a statement, the Ceylon Petroleum Corporation said that tenders were drafted after considering the depletions in the Ceylon Petroleum storage terminals, and forecasted data relating to refinery production.
The cabinet took the final decision to award the contracts to Swiss Singapore Overseas Private Ltd and Gunvor Singapore Private Ltd, respectively.
