Mauritania

Existing opportunities. Mauritania ' s electricity production legislation was recently amended with the adoption of the new Electricity Code( Law No. 2022-027 establishing the Electricity Code). The new Electricity Code aims to open the grid to third parties and to foster private investment in electricity, with specific legislation authorising independent production and self-production.
Presence of a state-owned company in a monopoly position
The historic state-owned electricity company, Société Mauritanienne d’ électricité, is no longer in a monopoly position. Law No. 2022-027 establishing the Electricity Code puts an end to its monopoly on the wholesale purchase of electricity.

“ Eligible clients” are defined as authorised final customers, in consideration of their power requirements and the volume of their annual consumption, the thresholds for which are set by order of the Minister responsible for energy, to enter into electricity supply contracts with a producer of their choice, and who therefore benefit from a right of access to the transmission network for the transmission of their own electricity requirements. The status of Eligible Client is granted by the Minister in charge of energy. To be further investigated with the administration.
