Celebrating 25 Years of CIRO :

A Milestone in Rail Operations & Future Growth

As 2025 approaches , the Chartered Institution of Railway Operators ( CIRO ) is gearing up to celebrate its 25th anniversary — a significant milestone in its journey as a leading force in the professional development of railway operators .
Since its founding in 2000 , CIRO has dedicated itself to advancing the rail industry through education , innovation , and collaboration . This silver anniversary presents an opportunity to look back on CIRO ’ s achievements and forward to an exciting future for both the Institution and the wider rail sector .
From Humble Beginnings to Global Recognition
CIRO , originally established as the Institution of Railway Operators ( IRO ), officially launched in May 2000 . Its foundation was driven by the need to standardise best practices in railway operations following the privatization of British Rail . Over the years , CIRO has grown into an internationally recognized professional body with over 10,000 members globally , providing industry-leading education , training and qualifications to rail professionals the world over .
One of the Institution ’ s most significant milestones came in 2021 when it was granted Chartered status . This achievement solidified CIRO ’ s role as the foremost authority on railway operations , offering members prestigious titles such as AIRO , MIRO and FIRO to signify affiliation , membership and fellowship with the Institution . CIRO ’ s educational programs , such as the Professional Operators Development ( POD ) framework and the IRO Diploma , have become essential for railway operators looking to advance their careers and ensure operational excellence .
Recent Milestones and Leadership Changes
In 2023 , CIRO experienced significant leadership changes that set the stage for its next chapter of growth . After 12 years of transformation under CEO Fiona Tordoff , who oversaw CIRO ’ s expansion and the achievement of Chartered status , Fiona stepped down , leaving behind a legacy of success​ . Annette Shipley was appointed Interim CEO , and her leadership was instrumental in maintaining CIRO ’ s momentum during this transition​ .
As CIRO looks ahead to 2025 , Philip Sherratt has been appointed as the new CEO , bringing with him a wealth of experience from his time as Editor of Modern Railways magazine . Philip ’ s vision for CIRO focuses on expanding its influence , enhancing its educational offerings , and supporting the rail industry ’ s ongoing reforms under the Great British Railways ( GBR ) initiative . His leadership marks an exciting new phase for CIRO as it continues to champion operational excellence and professional development in the rail sector .
Celebrating Two Decades of Achievements
Throughout its 25-year history , CIRO has made remarkable strides in the rail industry , both in the UK and internationally . The institution ’ s commitment to providing world-class education has seen the introduction of ground breaking qualifications and apprenticeships . In 2023 , CIRO celebrated two major industry recognitions : its first Ofsted rating , in which it was rated “ Good ” with no conditions , and its approval by OFQUAL as an End-Point Assessment Organisation ( EPAO ) for the Train Driver Level 3 apprenticeship standard​ .
