... standards across the rail industry through its quality assurance role and professional recognition . As the only Chartered Professional Institution dedicated to promoting the profession of rail operations , CIRO ’ s endorsement of the IST represents a significant step in professionalising the signaller workforce .
Vicky Johndrow , Joint Head of CIRO Awarding Organisation , shared her thoughts on the partnership between CIRO and Network Rail :
“ This collaboration has been a fantastic opportunity to combine the strengths of both organisations in developing a comprehensive training programme for signallers . The CIRO endorsement ensures that the programme meets the highest standards of quality assurance , delivering consistency and standardisation across the industry . Learners can be confident they are receiving training that will prepare them for success in a crucial role within the rail network .”
Future Rollout
As the first cohort celebrates completing their training in York , attention now shifts to the broader rollout of the Initial Signaller Training programme across additional Network Rail training centres throughout the UK . This expansion will offer new signallers ’ greater access to CIRO-endorsed training , ensuring that all learners receive the highest standards of education and preparation for their roles .

CIRO Expands its End-Point Assessment Offering after Gaining Ofqual Approval

CIRO has expanded its End-Point Assessment ( EPA ) services , after gaining Ofqual approval to expand its scope of recognition to include two additional apprenticeship standards .
Building on its established role as an Ofqual-approved End-Point Assessment Organisation ( EPAO ) for the Train Driver Standard ( ST0645 ), CIRO will now assess apprentices pursuing the Level 3 Rail Infrastructure Operator ( ST1378 ) and Level 3 Transport Scheduler ( ST1438 ) standards .
These new additions reinforce CIRO ’ s commitment to advancing professional development within the rail sector , while directly supporting the industry by addressing critical operational roles .
This expansion not only strengthens CIRO ’ s mission to promote growth within the rail workforce , but also strengthens its position as a trusted partner in delivering EPAs . With these new standards , CIRO continues to contribute to the longterm success of apprentices and their employers , helping to ensure that individuals entering these roles meet the exacting standards required in today ’ s rail industry .
Driving Professional Development in Rail Operations
As a professional body dedicated to lifelong learning , CIRO ’ s latest Ofqual approval allows it to offer a more comprehensive EPA service , enhancing opportunities for both apprentices and their employers . The inclusion of these new standards will help develop a skilled and adaptable workforce that can meet the evolving needs of the UK ’ s rail infrastructure .
Vicky Johndrow , Joint Head of the Awarding Organisation at CIRO , shared her enthusiasm :
“ This is a great milestone for CIRO ’ s EPA department . Although both standards are still in development , we look forward to welcoming our first apprentices later in the year , taking them through the final phase of their apprenticeship journey by delivering their End-Point Assessment .”
Apprenticeship Standards for Key Rail Roles
The newly approved standards are strategically aligned with the core operational demands of the rail industry :
• Level 3 Rail Infrastructure Operator ( ST1378 ): This standard equips apprentices with the knowledge and skills needed to manage the safe and efficient movement of trains across the network .
• Level 3 Transport Scheduler ( ST1438 ): This standard prepares apprentices to plan , coordinate , and schedule rail services , ensuring the optimal use of resource and maintaining service reliability .
CIRO ’ s role in delivering these EPAs guarantees that apprentices entering these critical roles are equipped with the high-level competencies demanded by the sector .
Supporting the Rail Industry at Every Level As a registered EPAO , CIRO plays a crucial role in developing the future talent pipeline for the UK rail sector . By offering rigorous , industry-specific End-Point Assessments , CIRO ensures that apprentices can demonstrate their knowledge and skills effectively before transitioning into full-time roles . The approval of these two additional standards marks a significant achievement for CIRO , while contributing meaningfully to the rail industry ’ s ongoing development and sustainability .
Looking Ahead
As these new apprenticeship standards advance through their final stages , CIRO is preparing to support the first groups of apprentices , helping them complete their training and enter the rail workforce . With Ofqual ’ s approval , CIRO is positioned to continue enhancing its EPA services , ensuring the UK rail industry benefits from a highly skilled and professionally competent workforce .
