CIRO 2024 AGM Review

Membership

On 5th October , the Chartered Institution of Railway Operators ( CIRO ) held its Annual General Meeting ( AGM ), reviewing the 2022-2023 financial year .
The meeting , chaired by Ellie Burrows for the final time , was conducted both in person and online . It provided a platform to celebrate CIRO ’ s accomplishments and outline the Institution ’ s future vision under new leadership .
In her opening remarks , Ellie Burrows , Chair since 2021 , proudly highlighted CIRO ’ s growth in membership , strengthened professional standing , and sustained financial stability . Despite industry challenges , the accounts reflected an income of £ 2,713,813 and a surplus of £ 121,000 .
Key achievements over the past year included CIRO ’ s first-ever Ofsted inspection of its apprenticeship programme , which earned a commendable ‘ Good ’ rating . Additionally , the Institution launched a new online members ’ portal and introduced endorsed learning programmes in collaboration with Network Rail . These initiatives underscore CIRO ’ s commitment to enhancing professional development and improving the member experience .
A significant moment during the AGM was the leadership transition . Ellie Burrows officially passed the role of Chair to Jim Meade , Chief Executive of Irish Rail . Jim , a valued CIRO Board member , is well-positioned to guide the organisation forward . Phil Sherratt was also introduced as the incoming Chief Executive Officer , succeeding Annette Shipley . Having worked closely with the Board , Phil will lead CIRO through its next phase of growth and innovation .
Changes to the Board of Governors were also announced , ensuring CIRO remains aligned with its Chartership requirements . Following an election where members selected 50 % plus one of the Board members , Kieran Duffy , Rachel [ Surname Missing ], and David Davidson were elected , replacing Ben Rule and Roger Dickinson , whose terms ended on 30th August 2024 .
The AGM concluded with reflections on CIRO ’ s resilience amid a challenging time for the railway industry . With a new leadership team and strategic plans underway , CIRO is well-positioned to support its members and continue advancing professional development and excellence within the sector .
Looking ahead , the Institution anticipates another year of growth and innovation , driven by core values of trust , leadership , and collaboration . Under the guidance of Jim Meade , Phil Sherratt , and the CIRO Board , the organisation is poised to shape the future of railway operations and its role within the industry .
