Evaluate different policy strategies related to water or power use
in the Bay Area, considering their impacts on the resource and
the short- and long-term social and economic effects. For example,

Examine each of the tools it identifies for managing developing
water supplies in the Bay Area, and compare its recommendations
to regional population growth projections.

developing that proposed source more extensively.
