Vehicle Refinish Group Chaired by John Falder, HMG Paints The BCF’s vehicle refinish (VR) campaign progressed greatly over the past year, with the 100 mystery shopping exercises of VR distributors reaching completion. This led to further engagement with the distributors and exploring further the issues with the enforcement of the VOC regulations. The mystery shopping exercise revealed that a quarter of the distributors offered to sell a solventbased basecoat for the car repair, despite this being illegal, thus proving that there is indeed widespread non-compliance. The campaign also made it clear that Trading Standards officers do not thoroughly understand or enforce the regulations. The BCF is therefore working to find solutions to making the regulations more enforceable, whether by amending the law post-Brexit or by appointing a private comp
