AGRI ENVIRONMENT SCHEMES
DEFRA have now issued a paper explaining how double funding and agri environment schemes are going to
work.
Double funding – A payment cannot be received for the same measures from Pillar 1 (direct payments, e.g.
‘Greening’) and Pillar 2 (rural development, e.g. agri environment). Therefore some agri environment agreements
will need to be amended to remove any element of double funding. The table below sets out the position:

HLS agreements

ELS agreements which started before
1st January 2012

ELS agreements which started on or
after 1st January 2012

These agreement holders will be able to use
ELS and HLS options to meet their EFAs, on
the basis that the ELS/HLS option meets the
criteria of the EFA option

Those agreement holders with ELS agreements which started on or after 1st January 2012 will have four options
to consider:
