The “Scenario Builder”
feature – essentially a
budget-forecasting tool –
further helps make
decisions and guide
stakeholders toward the
needed next-steps. A
street rehabilitation
scenario, for example,
could give decision-
makers an idea of the
current condition of their
roads. An image on the
screen would show
different colors on the
roads to illustrate their
status, with roads in good

condition highlighted in green and those in poorer shape colored in red. At the top of the screen is the
street’s OCI (overall condition index) value as well as the targeted value for those roads. The software
can then develop a scenario to show the amount of money it would take, over a five-year budget cycle,
to achieve the desired target.
Conclusion
The reality is, until the infrastructure assets we manage no longer have value, they will require
continuous maintenance and eventual replacement. Implementing effective, reliable, and sustainable
asset management programs will help ensure that all parties responsible for funding, managing, and
maintaining our valuable infrastructure assets will work in concert – with a mutual understanding of
what asset management is and is not – in a more collaborative and cooperative way than previously
performed.
