Among other provisions , the bill authorized cities and counties to encourage multifamily housing units in some areas of the jurisdiction . The bill also required cities with a population over 20,000 and planning under the GMA to allow all middle housing types in some areas of a single-family zone , including duplexes , triplexes , and attached and detached ADU ’ s . Most land use stakeholders supported this concept and worked hard during session to find agreement among lawmakers . Unfortunately , the bills never made it to the floor for a vote .

Andrew Barkis , R-Olympia , Engrossed Substitute House Bill 1232 would have required local governments to expand the housing element of the comprehensive plan to include provisions supporting single family residences such as duplexes , triplexes , townhomes , and detached dwellings . The bill also would have exempted local governments not under the buildable lands programs from some GMA requirements and would have required counties to update some planning policies before updating the comprehensive plan . AWB supported ESHB 1232 but it did not come up for a vote this session .
