While the measures to strengthen the position of rights owners in the face of
online infringement are welcome, whether they prove effective remains to be
seen. In addition legislation to change the treatment of orphan works is still
unfinished business. Now with the General Election looming, it will almost
certainly be Spring 2012 before any new measures will be introduced.
