POLICE BODY CAMS CONTINUED...
Before buying and using body cameras, police
departments, especially those with more officers in
larger cities, must be prepared for the large amount
of data they’ll produce. According to the Houston
Chronicle, outfitting Harris County peace officers
with body cameras would generate enormous
amounts of data: 8 petabytes in 90 days, by some
estimates – or the equivalent of 1.6 million feature
films.
Police departments everywhere may have to figure
out how to afford longer-term storage if the video
collected by body cams are ever required to be
treated the same as other public records. A white
paper released December 1 by Yale University’s
Law School calls for public access to the body cam
footage. “Police Body Cam Footage: Just Another
Public Record” recommends steps for governments
to take to ensure that videos remain easily
accessible without violating citizens’ privacy rights.
It may become a big issue in 2016, as legislative
analytics firm FiscalNote’s database shows that state
lawmakers introduced 11 bills addressing the public
records implications of body camera footage in
2015 alone.
