AIRPORT DEVELOPMENT PLAN
Funding Eligibility: FAA/TxDOT – 0 percent / Local – 100 percent. Proposed funding is based on a simi‐
lar assumption to the Phases I and II development of T‐hangar facilities.
Project #11: Construct Airport Maintenance Facility and Staging Area
Description: Construct a maintenance facility and associated staging area on the west side of the Air‐
port adjacent to the existing Bell Helicopter leasehold. The proposed perimeter access road extension
could serve this facility.
Funding Eligibility: FAA/TxDOT – 0 percent / Local – 100 percent.
Project #12: Construct Terminal Aircraft Parking Apron on West Side of Airport – Phase I
Description: Construct additional apron area on the west side of the Airport to support special event
traffic overflow in addition to helping spur private aviation development. The Phase I construction in‐
cludes the southern portion of the proposed parking apron. Construction of parking apron space on
the west side of the Airport could be phased over multiple projects depending on demand, utility infra‐
structure, and access capability.
Funding Eligibility: FAA/TxDOT – 90 percent / Local – 10 percent.
Project #13: Extend Runway 16‐34 and Parallel Taxiways A and G 700 feet North / Displace Runway
16 Threshold 700 feet
Description: Extend the runway and parallel taxiways 700 feet north and construct new hold aprons on
each parallel taxiway. Runway 16 would be displaced 700 feet and declared distances would be estab‐
lished for Runway 16 and Runway 34. As a result, the safety areas (RSA, ROFA, and RPZ) and localizer
would remain in their existing location. Additional clearing and grading would be needed in certain
areas north of the runway to meet ROFA standards.
Funding Eligibility: FAA/TxDOT – 90 percent / Local – 10 percent.
Project #14: Relocate Taxiway J from the Runway High Energy Area – 50 feet wide
Description: Based on the ultimate configuration of Runway 16‐34, this project involves relocating Tax‐
iway J approximately 940 feet south of its existing location in order to remove the runway crossing (as‐
sociated with Taxiways D and J) within the high energy area of Runway 16‐34. This project could be
positioned sooner in the CIP based upon input from the FAA and TxDOT.
Funding Eligibility: FAA/TxDOT – 90 percent / Local – 10 percent.
Project #15: Conduct General Pavement Maintenance
Description: This includes a line item in the CIP that allocates a certain amount of funding for the gen‐
eral maintenance of various pavements not specifically identified by project in the CIP and could in‐
clude crack sealing and other routine maintenance.
Funding Eligibility: FAA/TxDOT – 90 percent / Local – 10 percent.
Project #16: Conduct Miscellaneous Annual RAMP Projects
Description: Similar to the short term CIP, participation in the RAMP is assumed in each year of the
long term program with full utilization of $100,000 annually.
Funding Eligibility: TxDOT – 50 percent / Local – 50 percent.
