The following list summarizes the nearest properties of each type that may be protected under Section
4(f) of the DOT Act:
Wilderness Area –There are no federally designated Wilderness Areas within 100 miles of the Air‐
port.
Historic Site Listed on the National Register – South Center Street Historic District (four miles
north).
Locally Owned Public Park – There are several community parks within two miles of the Airport, the
largest of which is Cravens Park, located west of the Airport.
Wildlife Refuge – Hagerman National Wildlife Refuge (85 miles north).
The proposed improvements identified in the Development Plan are unlikely to have a direct or indi‐
rect impact on any of the potential Section 4(f) properties identified above as they would not result in
a physical taking or constructive use of the properties. A constructive use occurs when it is determined
that an airport improvement would substantially impair a property. An example of substantial impair‐
ment of a property would be the introduction of noise levels above the federal threshold as the result
of a project.
SOCIOECONOMIC IMPACTS, ENVIRONMENTAL JUSTICE,
AND CHILDREN’S ENVIRONMENTAL HEALTH AND SAFETY RISKS
Socioeconomic impacts known to result from airport improvements are often associated with reloca‐
tion activities or other community disruptions, including alterations to surface transportation patterns,
division or disruption of existing communities, interferences with orderly planned development, or an
appreciable change in employment related to the project.
The acquisition of real property or displacing people or businesses is required to conform to the Uni‐
form Relocation Assistance and Real Property Acquisition Policies Act of 1970 (URARPAPA). These regu‐
lations mandate that certain relocation assistance services be made available to owners/tenants of the
properties. None of the proposed land acquisition would require the relocation of residences or busi‐
nesses. However, all proposed property acquisition may require coordination with the FAA and the
property owner and additional environmental documentation.
Executive Order 12898, Federal Action to Address Environmental Justice in Minority Populations and
Low‐Income Populations, and the accompanying Presidential Memorandum, and Order DOT 5610.2,
Environmental Justice, require FAA to provide for meaningful public involvement by minority and low‐
income populations, as well as analysis that identifies and addresses potential impacts on these popu‐
lations that may be disproportionately high and adverse.
The EPA’s EJview online tool was consulted regarding the presence of environmental justice areas
within the airport environs. According to the tool, 4.8 – 6.9 percent of the population within the Cen‐
sus tracts encompassing the Airport is below the poverty level. Additionally, the population of the
