The complexity of the refurbishment and addition to the existing centre was significant . further compounded by Liberty ’ s requirement to continue trading throughout the redevelopment . To achieve this , the project was divided into 41 sections with a carefully planned programme that required sectional completion of areas .
Construction started on the main contract in May 2009 and practical completion was achieved
on the last section in July 2011 . There was a concerted effort by Liberty Properties to use local labour and suppliers and this resulted in overall spend of approximately 20 % of the contract value .
The redevelopment of a the Art Deco themed Promenade Shopping Centre into a contemporary , sophisticated aspirational retail centre , equivalent to the best malls in the country , has been a huge success .
