Tembisa , a large dormitory area for Kempton Park , Midrand and Olifantsfontein employers , was developed without consideration for the resident ’ s needs for shopping and entertainment , who consequently used the nearest suburb for their expeditions or the local spaza shop . Either of these options had expense consequences , so the need for a local shopping mall became more evident as the population grew .
