The above was successfully achieved , and is an outstanding example of public / private partnerships resulting in the successful achievement of a common goal , thereby enhancing and developing the City of Windhoek . This was the key to commencing the development of phase 2 . The challenge then came as a result of linking the new centre into the existing , whilst the trading of existing shops was not interrupted , and existing shops had to be relocated to new premises , with only a weekend ’ s loss of trade planned for .
