It was essential that the retail space in the second phase be let to a majority of national tenants ( South African national tenants ), firstly to establish a shopping mall which would compare on equal terms with South African shopping malls , and secondly to satisfy the need amongst Namibian customers for prominent South African national brand names . As a result , approximately 70 % of the retail space was let to nationals .
Negotiations with the City of Windhoek resulted in the developer acquiring the right to develop the land , subject to suitable land being identified , as well as to develop and complete , before commencement of the retail centre ’ s construction , a new Olympic standard pool and recreational pool complex , including relocation of all swimming , diving and other clubs , for the City of Windhoek , to their standards and specifications .
