Road Network Upgrading A R15 million upgrade of the road network in immediate proximity to the mall was undertaken . A new off-ramp was built for north-bound traffic using the N1 , which links to Cecilia Street and the mall , through a new traffic circle at the confluence of Cecilia Street and Arboretum Avenue . In addition , Arboretum Avenue has been re-aligned and upgraded . The Cecilia Street Bridge over the N1 was re-engineered and together with the construction of a new on-ramp to the N1 , facilitates traffic heading towards Cape Town .
New traffic lights assist in controlling traffic at the Van Riebeeck / Arboretum Avenue and Cecilia Street / Berg River Boulevard junctions . This investment in the area ’ s infrastructure provides additional regional access and egress to and from the Mall , as well as boosting the tourism and overall potential of the town and the region .
MECHANICAL ENGINEERS ’ COMMENT HVAC The air conditioning design required special attention , the micro-environment specific to Paarl had to be taken into account . High db / wb temperatures resulted in increased condensing temperatures and also cooling load requirements .
