Proposed standards revise rules for roofing , feeding wildlife and more

The Charbonneau Country Club Architectural Committee ( CCAC ) meets annually to discuss and revise the Architectural Control Standards . This committee is composed of the chairs from each of the individual HOAs within Charbonneau . This committee then passes on its recommendations from its annual meeting to the CCC Board for approval . This year ’ s proposed new standards include the following revisions and / or additions :
Roofing : The change states that “ owners in multi-owner residential structures with attached roofs on homes or garages must replace roofs with the same roofing as their roof-mates . If that specific roofing is not available , it should match as close as possible , both color and weight .”
Painting : This change will reflect the newly adopted exterior paint color schemes . It also adds : “ Painting of brick and / or stoneware on homes and other structures adjacent to residential locations must have the approval of the local HOA .” These are the NEW standards .
Feeding wildlife : This states “ feeding of wild animals , for example geese , ducks , squirrels , birds , and deer in all areas outside your home , including your courtyard , is prohibited . Homeowners may feed hummingbirds inside their courtyard and in common areas outside of the courtyard with a liquid feeder hung above the ground . Offenders of the above policy will be subject to local HOA enforcement resolutions .” ( see explanation at the end of this article *)
Electric vehicle charging stations : “ Homeowners must submit an application to their local HOA before installing an exterior charging station . Guidelines for Electric Vehicle Charging Stations for Homeowners Associations can be found in ORS 94.742 .”
Mobile food units ( food trucks ): “ Food trucks are subject to the Oregon Food Sanitation Rules and must be licensed through Clackamas County .”
Two other new policies regarding outdoor wood-burning units and installation of permanent generators were approved last fall . The Charbonneau Country Club Board approved all of these architectural changes at its March General Meeting . These Architectural Control Standards will be included in the new CCC Resident ’ s Directory which will be mailed to all residents following the CCC Annual Meeting in May . This directory can also be accessed at our CCC website . Each of the individual HOA Architectural Chairs has a copy of these changes .
• Regarding feeding of wildlife : CCC often receives complaints from neighbors of people who have been feeding wild animals . The wild animals have become a nuisance to the neighbors . Many people do not think about the neighborhood impact when they start feeding wildlife . In addition to attracting rats , skunks , and squirrels , feeding birds and other wildlife can also attract nuisance birds , which are scavengers . Rats , mice and squirrels can cause structural damage to homes and virtually any type of building through gnawing , nest-building , and defecation . They will chew on just about anything that they see as useful in building their nests . This could be wood , paper , cloth , books , etc . This is the reason the CCAC voted in favor of banning the feeding of all wildlife as outlined above . The CCC Board then voted to support this new policy . The language for this new standard , which prohibits the feeding of all wildlife , was taken from one of our local HOAs , Charbonneau Homeowners Association ( CHOA ), which has already had this rule in effect for some time . My neighbor , Katie Howe , who loves feeding birds in her courtyard , has discovered a great alternative to bird-feeders . She researched native plants that attract birds and came up with a long list of trees , shrubs , flowers , ground covers , vines and grasses . She has given me permission to share her research .
