Sucre ’ s new venue is open , my sweet tooth is happy and life is good in Charbonneau . In addition , the new-look Market Café at the golf course should be open by the end of this month .
The theme of this month ’ s Villager edition is humor . Humor in one ’ s life not only makes us happier , but studies also show it results in a longer life . Our fabulous new Villager editor Corey would never make these mistakes , but I thought it would be appropriate to share a few actual humorous newspaper headlines that appeared in some papers across our nation . Yes , these were real headlines :
• Homicide victims rarely talk to the police

• City unsure why sewer smells
• Hospitals resort to hiring doctors
• Statistics show that teen pregnancy drops off significantly after age 25
• Federal agents raid gun shop , find weapons
• Parents keep kids home to protest school closure
• Diana was alive hours before she died
This month I would like to discuss the Charbonneau Country Club Homeowners Associations structure . The city of Wilsonville was incorporated in 1968 and the planned community of Charbonneau was platted and annexed in 1971 . The developer of Charbonneau was a company called Willamette Factors , a wholly-owned subsidiary of Benjamin Franklin Savings and Loan . They began development in 1972 with the construction of a number of townhomes . In 1977 they incorporated the Charbonneau Country Club ( CCC ) as a nonprofit homeowners association ( HOA ). As part of the incorporation , they established Covenants , Conditions , and Restrictions ( CC & Rs ) and bylaws for the governance of the HOA corporation . These CC & Rs also established an Architectural Control Committee to ensure the continuation of a high-quality appearance of our residential dwellings . Architectural standards cover all residential structures within the CCC

boundaries .
As development progressed , Willamette Factors incorporated 11 smaller neighborhood HOAs . Each of these neighborhood HOAs have their own CC & Rs and bylaws . One of the neighborhood HOAs , Village Greens Owners Association ( VGOA ), has three sub-neighborhood organizations , each with their own CC & Rs and bylaws . These are the Village Green , Lakeside , and Village Green II HOAs . Two neighborhood HOAs were incorporated later . These are the Villas on the Green , a six-unit condo on the south side of the Village parking lot , and the Charbonneau Range HOA , which consists of 43 homes on the old golf driving range . Neighborhood HOAs are required to have their own architectural control person and can have architectural standards more restrictive than CCC standards but not less . Applications for exterior dwelling changes must be signed by the neighborhood architectural control person , and then , in many cases , by the CCC architectural control chair .
One neighborhood was developed later and was never incorporated into an HOA . This is the area east of French Prairie Road on the east side of Charbonneau , known as Country Club Estates . Since this group of 224 homes does not have a formal structure , the CCC operates and maintains their pools and common areas ,

and assesses these residents ’ dues for their neighborhood services . The CCC property manager , Rick Schram , is their architectural control person , and his approvals are signed off by the CCC Architectural Control Chair .
Except for architectural control , the neighborhood HOAs do not report to the CCC HOA ; however , certain neighborhood issues can be appealed to the CCC HOA . Neighborhood HOAs with their own CC & Rs , bylaws , and officers are responsible for following their own governing documents and maintaining common property within their HOA . In most cases this consists of a swimming pool and pool house , some landscaping and maybe a clubhouse . These facilities exist for the benefit of the neighborhood covered by the neighborhood HOA and the costs are paid by separate dues levied by the neighborhood HOA .
The CCC HOA is responsible to all community residents to maintain CCC-owned properties . This includes the clubhouse , activity center , tennis center , marina , pavilion , Edith Green Park , the RV lot , the tot lot , fitness center , both entrance areas and right of ways along French Prairie Road and the north side of Miley Road . Although not required by governing documents , CCC Boards have also felt a responsibility to provide a venue and encouragement for social activities for

Charbonneau residents .
The golf course is owned by a separate for-profit company named Charbonneau Golf Club , Inc . ( CGCI ). CGCI has its own board of directors and bylaws . All shares of the golf course are owned by the CCC . The intent of the merger agreement between CCC and CGCI was to let the CGCI Board continue to manage the golf course with CCC approval of new CGCI Board members , the CGCI annual budget and operational metrics .
Board activities during the last month included moving ahead with the master park plan for Edith Green Park through four resident focus groups and a general resident survey provided by consultant BerryDunn , discussing uses for the existing clubhouse , starting the permit process to expand the parking lot at the marina , signing the lease with the sheriff ’ s office for the boathouse , discussions of the process to move staff and office equipment to the activity center , discussions of the process to move fitness center equipment to the new building and approval of additional architectural standards .
Well , April 15 is the dreaded IRS tax due date . I ’ m really happy I learned calculus in high school and college math instead of how to do my taxes . That really helps me during calculus month ! Happy April Fool ’ s Day everyone .
