Objective III.4: The school meets the terms of the charter agreement and faithfully implements
the plans contained in the application.
The Carlos Rosario Charter has faithfully held to the mission conveyed in the charter agreement.
All members of the management team and the Board of Trustees have been provided a copy of
the charter agreement and were made familiar with the charter program description, the school's
goals, and accountability measures.
The Carlos Rosario Charter School has consistently demonstrated outstanding performance and
has never required remedial action from the Public Charter School Board. The 2006-2007
Program Development Review Report stated the following:
"Carlos Rosario Public Charter School continues to serve as an outstanding model of education
for our adult immigrant population....The school staff, teachers, and students appear to share a
common vision and mission of the school....A sense of family unity was evident and expressed by
both staff and students....Administrators and staff advocate and implement a holistic approach to
meeting the needs of the students....Board members and staff share a strong focus on instructional
and outcome-oriented goals."
Objective III.5: The school meets the requirements of applicable laws and regulations.
According to the District of Columbia Reform Act of 1995, the Rosario Charter has obtained 501
(c) (3) determination, held regular Board of Trustees meetings, acquired appropriate insurance,
maintained charter accounts separate from other accounts, followed appropriate procedures for
the approval of contracts above $10,000, upheld the Civil Rights and IDEA Acts, and held open
enrollment.
Objective III.6: The Board of Trustees adopts a realistic and balanced annual budget.
The Board of Trustees of the Carlos Rosario Charter School meet with the COO and management
to approve the annual budget, as determined by projections based on previous years and expected
income and expenses for the new year. The school consistently meets all payroll and financial
obligations.
Objective III.7: The school will be well managed fiscally, remaining solvent and meeting the
financial goals set forth in its annual budget.
Federally allocated funds were used according to the guidelines and the budget balanced.
2. Provide certification that all authorizations (certificate of occupancy,
insurance, lease, etc.) required to operate the school are in full force and
effect.
