Carlos Rosario International Public Charter School Public Charter School Accountability Plan School Years 2004—2008 The mission of the Carlos Rosario International Public Charter School is to provide education that prepares the diverse adult immigrant population of Washington, DC to become invested, productive citizens and members of American society who ultimately give back to family and community.
