QUEZON CITY -- The Chief
of Staff of the Armed Forces of
the Philippines (AFP) General
Carlito Galvez Jr on Monday
reminded soldiers not to take
sides in partisan politics.
“Let us not be disturbed
by the political noise and to take
sides. We need to uphold our oath
and obey the Chain of Command
from the President, SND
(Secretary of National Defense),
down to our office chiefs and
Section/Squad Leaders. Let us
remain solid and true to our oath,
mandate and always undivided,”
Galvez said during this morning’s
flag ceremony held at the General
Headquarters (GHQ) Canopy
Area.
The official also took
the time to award 14 soldiers and
four civilian personnel of the AFP
in recognition of their selfless
service and commitment to the
country.
“These public servants
are stewards of our institution – a
crucial aspect that keeps us on our
steadfast pursuit of becoming a
world-class AFP. For it is through
outstanding work that manifests
our dedications to better serve our
nation,” he said.
Awarded with the Gold
Cross Medal for their gallantry
in action during the war against
terrorist groups in Marawi City
last year were 1Lt Eddie Badol
from the Philippine Army (PA),
1Lt Jed Joseph Dandasan PA, Sgt
Julius Garsuta PA, Sgt Wayne
Fillalan PA, Pfc Marcelo Hora Jr
PA, and A1C James Gayotin from
the Philippine Air Force (PAF).
The
Distinguished
Aviation Cross was awarded to
President...
Fund (IMF), President of World
Bank, and Secretary-General of
the United Nations (UN).
The
leaders
are
expected to affirm the regional
bloc’s commitment to support
the roles of IMF, UN, and
World Bank “in addressing
development challenges.”
Moreover,
President
Duterte is expected to highlight
the government’s efforts to
improve its performance in
achieving
the
Sustainable
Development Goals.
The Chief Executive
will also urge all parties to
strengthen support for the
development of Micro, Small,
and Medium Enterprises and call
for economic resilience amid
prevailing global economic
uncertainties.
The President will also
encourage deeper cooperation
among ASEAN, UN, IMF, and
the World Bank to implement
ASEAN Community Vision
2025 and the United Nations
2030 Agenda for Sustainable
Development as well as the roles
of the International Monetary
Fund, World Bank, and the
ASEAN+3
Macroeconomic
Research Office in building the
capacity of countries to reach
their sustainable development
targets.

aimed to recognize soldiers’

Nacionales, civilian employees
who significantly contributed in
the improvement of the quality
of life of beneficiaries of Killed-
in-Action personnel as well as the
welfare of the wounded soldiers
during the Marawi crisis.
“As we start another
week, may we continually
be motivated to work not for
ourselves, but always for the
benefit of our nation. May the
awardees, inspire and motivate
us to start the month of Oct. with

Mahilum-West said the DFA
is “making arrangements” for
a meeting with Indonesian
President Widodo and two other

Meanwhile, Mahilum-
West said that President Duterte
would take the opportunity to
personally extend the Philippine
government’s assistance to
Indonesia following a magnitude
7.4 earthquake and tsunami last
month that left hundreds of
people dead.
She said the assistance
would be coursed through the
ASEAN Coordinating Centre
for Humanitarian Assistance on
Disaster Management.
“This is a good chance
for the President to personally
relay to President Joko Widodo
our assistance under the
One ASEAN, One Response
Program in disaster assistance,”

Reports on drug situation
in the region, on the other hand,
was presented by Philippine Drug
Enforcement Agency (PDEA)

G. Alvariño.
Dir. Alvariño said that
shabu is still the primary drug
of choice being used or sold in
the region, adding that previous
anti-drug operations revealed
the prevailing modus operandi
of manufacturing the illegal
substance with a number of shabu
laboratories raided.
He also cited the different ways of
smuggling drugs into the country
like the recent discovery of the

Alvariño also reported
the arrest of two Chinese nationals
in a recent buy-bust operations in
Rizal Memorial Stadium by the
joint operatives of PDEA, Army
Intelligence Regiment, and other
counter-intelligence groups.
The Barangay Clearing
Program wherein users and
pushers were identified in a list of
drug personalities with the PDEA
operatives was also discussed. In
this program, suspected users will
undergo drug tests and if results
were negative then suspects’
names will be cleared from the list
while those who tested positive
will go through intervention
programs for rehabilitation and
counselling before going back to
mainstream society.
Suspected pushers are
categorized as ‘active’; those
who ‘stop’ for more than six
months and those that are ‘no
longer’ residing in the barangay.
Active suspects will be arrested
through anti-drug operations
while those that had stopped will
be placed under “suspense file”
for close monitoring and those
that are no longer residing in the
barangay should be certified by
the respective barangay captain
and attested by chief of police or
COP.
The Dangerous Drugs
Board (DDB) Resolution No. 3
series of 2017, a revised guidelines
in the conduct of drug clearing
operations was also discussed
along with DDB Resolution No.
2 series of 2018 which tackles
the guidelines for community
involvement in reforming drug
offenders into self-sufficient and
law-abiding members of society.
In relation to DDB
Resolution 2, Dir. Alvariño was
happy to share the news of the
launching of “Balay Silangan”
in the cities of Sta. Rosa, Laguna
and Lipa, Batangas which will
help in the complete reformation
of drug surrenderees/offenders.
Dir. Carranza’s also
presented the “Oplan Bandila,”
his brainchild program that
aims to promote patriotism and
sense of duty to the citizen of
CALABARZON.
The initiative deals
with proper decorum during
flag raising ceremonies and
singing of the national anthem
or the implementation of RA
8491 otherwise known as the
“Flag and Heraldic Code of the
Philippines.”
Carranza said that the
Oplan Bandila is timely because
some of the millennials nowadays
seem to lack a sense of patriotism
and love for country and this is a
good way to instill among them
the respect for flag, for the national
anthem, while also giving them
a sense of responsibility to be
productive citizens of the country.
